Configuring the language

iOS will only perform voice recognition using the device language. To change the language used for voice recognition it is necessary to change the device language. To do this, go to Settings > General > Language & Region > iPhone Language (or iPad)

iOS language and region settings

Once the device language is updated, it may also be necessary to install the voice recognition language (offline mode only). Go to Settings > Accessibility > Voice Control > Language

All languages you need should be listed in the READY TO USE area and ticked.

When using online voice recognition, this is not necessary.
